Every Major Capital City around the world suffers from the pain of congestion and the lifestyle challenges it creates.
Many like to blame immigration and over population for this phenomenon however the pragmatic truth is the real cause is the lack of effective forward planning and implementation.
Governments are always reacting rather than Pro Actively responding to the demands of a growing population, even though these population growths are never a surprise.
Our three largest capital cities namely Sydney, Melbourne, Brisbane, are all suffering from the stresses created from strongly growing populations. Perth and Adelaide, although to a lesser extent, are having growing pains of their own.
To alleviate these problems the BPA will instigate a Pro Active Decentralisation Policy.
This Policy will plan for cities of between 500,000 to 1 Million residents to live in a sustainable well planned layout that avoids centralised structures always giving the residents easy access to all of the essential services and employment opportunities'
There is no point asking the population to decentralise if there is not the infrastructure required for the population to be occupied and have the ability to prosper.
The population will decentralise when it is offered a viable alternative to their current situation.
We will create this environment.
The process will be as follows;
1. Where
Decentralisation will be initially earmarked to be implemented within a 2 hour drive of the three biggest capital cities
2. Ask
Not all communities will want to be part of the decentralisation process; we will ask the people and respect their decision.
3. Assess
Communities that wish to be part of this process will be assessed to determine which communities offer the best, most cost effective potential for the decentralisation process.
4. Instruct
The Board of Infrastructure (BOI) will then be instructed to commence planning for the necessary works such as;
a. Water Supply
b. Power
c. Sewerage
d. Communication
e. Roads and Public transport
f. Medical Access
g. Community facilities
h. Schools and Universities
i. Shopping Centers and commercial districts.
This planning is a holistic approach to ensure that the resulting community will function effective and create an environment where the people will want to relocate for a less congested lifestyle that offers employment, housing, education and the ability to be involved in the greater community. It could well be that the best solution is to create whole new cities.
5. Budget
Whilst the planning is being undertaken by the BOI, we will reserve funds in the Federal Budget to be used for these projects.
6. Implementation
Once the Planning and Budgeting has been achieved the BOI will be immediately instructed to commence works.
This process could take many years to eventuate however you must start somewhere with a greater plan to achieve a workable resolution.
