We are not anti-technology;
In fact we support technological development and implementation.
But we have a greater responsibility to the Australian People.
There has been a general attitude that if you educate yourself then you will be "Future Proof"
This concept is seriously flawed and it is indeed the Non-Manual labor Jobs that are at most risk with emerging AI (Artificial Intelligence) developments.
AI has proven to be more accurate and faster than Humans in finding loop holes in legal contracts in much shorter time. (Review Study)
When AI was put to the test against Law Professionals in finding loop holes in a series of contracts the results were;

And this is only set to expand and take over an increasing amount of analytical/ managerial type jobs.
This is disruptive technology in action and it is set to expand exponentially unless we put in place rules that ensure the creation of an equal number of jobs, or hopefully an increased number of jobs for the Australian people.
We have to keep people Employed.
This problem is not only relevant to Australia; it will be just as critical in all countries around the world. Technology does not recognise boarders.
The safest jobs are ones that require manual dexterity and are non-repetitive such as trades and labourers, personal aid workers and the like. These will be the last jobs to be automated.
The NBR will ensure that whenever there is a fundamental change in technology (Such as Autonomous Road Vehicles- Cars/Buses/Trucks) that there is an overwhelming net benefit to the community that it justifies a loss of Jobs.
Or
Where new technology will create a net Loss of jobs that we are able to Phase in the changes to enable the industry affected time to redeploy/ retrain the people who would lose their jobs as a result of the replacement technology.
The NBR is designed to "Manage" NOT "Hinder" new technologies
